I've not seen, "Jodaeiye Nader az Simin," nor do I live in Iran, but I've heard from an Iranian friend (who has also not seen the film) that there have been rumors that due to some political shenanigans this movie may miss out on some sort of recognition (the director has political views differing from those of the government).
Therefore it's been mass 10'd by many disgruntled Iranians (including perhaps many who have not seen the film and are joining the bandwagon) as a form of protest to get recognition for the movie on the internet. Unfortunately, regardless of the motivations, this sort of dishonesty upsets the little meaning the IMDb lists have (that is, to show what movies are most liked by those who have seen them in a given category).
All that said, I've heard this director's previous movie is a very solid effort, and judging by the award this film has won in Berlin, it's clearly recognized as a good film. But something popular consensus would agree upon as a #1 drama? I seriously doubt it.

Yenni, Black Swan has yet to get 5000 votes on IMDb, after that, it should show up near the top.
JG96, Monsters on the list now, but it is likely to fall out soon, as it's rating isn't that high. Up In The Air, and Bad Lieutenant (I assume you mean the Port of Call New Orleans directed by Werner Herzog and starring Nicolas Cage) are both 2009 films, however, even if they were released in 2010 in some locations.

Coincidentally, I just started watching them a few days ago, and I've seen the first two. I'd definitely recommend them (at least to anyone interested in Japanese or international cinema). Quite powerful stuff, reminds me of Kubrick's Paths of Glory.
