Not sure whether it's clear to younger people and non-Americans, but the title has specific political resonance in the USA. Nixon coined the phrase "the silent majority" in 1969 to describe those he felt did not stand with the counter-cultural protest movement, to describe the majority of the country that he felt supported him and the establishment status quo. No film could use that title without evoking the U.S. culture wars that started in the 60s and still rage on today.
For me it was the most artistically clumsy of the three, but it is fascinating as a Stalinist-era historical review of the transitional days of the Soviet regime.

This deserves a far better print and subtitles than those on the DVD available commercially in North America. See KG for vastly better quality on both fronts.
